Bad bearing on any belt driven accesory I.E. Alternator, Water pump, air pump (if any), a/c compressor etc.
Bad wheel bearing?
Bad tire?

no but you can ride on the back of one by pressing RB whine near the back of the car
Low steering fluid can cause a steering wheel to whine when turning. A worn steering belt can also cause a steering wheel to whine when a car is being turned.
Fill your power steering fluid. When you get low it will start to whine. Do this as quickly as possible, because replacing a power steering pump is not fun.
