There is no fuel shut off on the vehicle, but as long as the key is off no more fuel will be pumped out of the tank. If you are changing the fuel filter only what is in the lines will run out. If the fuel pump is a problem pull the fuse.
There is no specific fuse all the guages run on one supply. Locate the fuel tank and take the connector off the terminal on the tank and ground it with the ignition on. First off make sure the pump is actually running. Have a helper turn the ignition key to the on position without starting the engine. With the fuel filler door open and cap off listen at the fuel tank and you should hear the pump run for a few seconds and then shut off. If you do not hear the pump running check the fuel pump fuse and fuel pump relay. If they are both good then the fuel pump is defective. Even if the relay & fuse are good and the pump is running that does not necessarily mean it is actually pumping fuel. The fuel filter can be clogged or the pump may be running but not pumping fuel. A fuel pressure test at the fuel rail with a pressure gauge will verify the condition of the pump.
