In hundreds of engines I have never seen a freeze plug behind the timing plate. They are almost always on the sides of the block, low down.
Drivers side, near the bottom of the engine is the Crank timing plate.
on the front of the engine is a plate which covers the timing belt. to remove this plate usually several other things have to be removed, pullies, etc.
if the timing plate was taken off then just take off the timing cover and there will be notches on the timing gears so u can time it from there
