most times a fan clutch only feels loose if the bearings are worn out. this means you need to replace it. would be more helpful if you say where it is loose, as the fan screws (left hand thread) onto the fan clutch.the clutch mounts to the water pump,and has drive pully
so it could even be the water pump that is worn out

Also, if you are referring to the fact that the fan spins freely, it is supposed to until the clutch engages it when it's needed. A clutch fan does not always spin when the engine is running and is not supposed to.

I assume you are talking about the engine fan, not the electric rad fan. This is an easy fix. I did it myself about a month ago. The problem is with the "viscus fan clutch" it is the hub of the fan that has all the little fins on it. The fan blades bolt to it and it screws onto the end of the crank shaft. Anyway, get a new viscus fan clutch and a 36mm wrench or big crescent wrench. follow these steps. 1. take off the upper fan shroud 2. put the wrench on the nut that is between the fan and the engine. the shaft will turn but has some resistance from the engine and the other belt driven accessories. So the easiest way to loosen it is to hit the end of your wrench with a hammer. Hit it to the left it is a standard thread nut. you may have to hit it a couple of times and reposition the wrench but keep going it will come. 3. once the fan blade and clutch are off just unbolt the blades from the old clutch and bolt them on the new one. 4. screw the new clutch back onto the end of the crank shaft. and again use the hammer and give it a few whacks to the right to make sure it is tight. 5. put the fan shroud back on. 6. have a beer, your done!
