To replace the starter on a 1988 Heritage Softail Custom, first disconnect the battery to ensure safety. tried to remove starter but shaft and gear seem to be stuck in primary case ..... do I need to open up the primary side to remove, starter just spins but does not engage flywheel.

You can use a wire instead of the starter to test the tubes .. I did it, it works !

you need to remove the left primary case and remove the gear from the end of the starter shaft. then you can remove the mounting bolts and the starter will slide out.
