Different countries have different rules for what lights need to be showing when the vehicle is in motion. Generally, it refers to the lights you must display when driving a vehicle on a public road. These rules vary.

In Sweden, for instance, you must always display tail lights and dipped or low beam headlights whilst moving. In cars manufactured in such countries the required 'running lights' illuminate when the engine is started. Other lights are additional for mist and fog.

Elsewhere, the UK for instance, dipped or low beam headlights and tail lights must be displayed when visibility is restricted or between certain hours. There is no exact definition of what 'restricted visibility' means. At least one high intensity rear light must be additionally displayed when visibility is severely restricted, fog for instance.

Side lights or parking lights are not called running lights, nor have they been since the very early days of motoring.

A basic rule is if in doubt put your dipped or low beam headlights on.

If it is still on when your car is off it may be a sensor to your brake lights that may need looked at.
