There are four simple steps to try initially:
1) Clean up the seized fastener... if the photo with this question is anything to go by this will take a while :-)
2) Use a penetrating lubricant liberally. Use brushes to work it in, further cleansing the area.
3) Rock the fastener in both directions... particularly effective if it starts to come undone then jams. Add more lube as you go...
4) Try a freeze and release spray... very effective and much safer than heat around delicate electrics.

Refer to your service and user manual on how to change an alternator ground wire on a 1994 Mitsubishi 3000 GT.
Remove the belt from your 1994 Chevy Astro Van 4.3 liter engine alternator. Remove the wiring harness from the back of the alternator. Remove the alternator retaining bolts. Reverse the process to install the new alternator.
It would be best to remove the alternator and take it to an electrical shop.
I had this problem before on a ranger you have to pull the dash board out and it will be right there.
