replace the inlet needle and seat. If you cant replace the seat then clean with a q- tip.
The float could be stuck because of stuck needle valve, or rust. The float could also be leaking and be full of fuel.

Usually the float valve in the carb is bad . The valve will not stop the fuel and it runs down the cylinder into the crankcase .
