To fix a fuel pressure problem in a 1991 Honda Accord, first, check the fuel pump and fuel filter for clogs or failures, as these are common culprits. Use a fuel pressure gauge to test the pressure at the fuel rail; it should match the manufacturer's specifications. If the pressure is low, inspect the fuel lines for leaks or damage, and verify that the fuel pressure regulator is functioning properly. Replace any faulty components as needed to restore proper fuel pressure.
Try replaceing the filter or the fuel pressure regulator.

Test for fuel pump pressure at the back for the throttle body at the schrader valve. Your fuel pump may be going out. This is the #1 problem with these cars.
A plugged up fuel filter, a faulty fuel pressure regulator or a faulty fuel pump.
Run a computer diagnostic scan on it but OFTEN the problem is low fuel pressure. I'd replace the fuel filter (inside the frame channel under the driver) because a bad fuel filter can cause the problem, but generally if you have low fuel pressure it's because of a failed fuel pump. I suggest that you test everything that you can first. Check the fuel pressure using a fuel pressure gauge. You may need to put a "tee" in line, especially if you can't find a fuel pressure test port. Other than the fuel filter, DON'T just start replacing parts. Check things first, isolate the problem and only replace the parts that you KNOW are acting up.
