sometimes a temporary fix is just reading the codes from obd (obd II), and removing this. Permanent fix is to get the control box and or PS motor replaced. for the first fix you are looking for auto electrician who has a obd II diagnostic reader. I am surprised that Nissan has got away with this one

Windshield wipers don't have fuses
You will need to remove the wiper arms from the gear, they are normally held on with a bolt under a cover, and reposition them at their proper starting point. They should work normally after that unless the gear is stripped from the frost seizing them. What happened is that they were stuck to the windscreen when you turned them on and the motor turned anyways causing them to slip out of position on the gear.

The first thing to check would be the nut at the bottom on the windshield wiper that isn't working. Make sure that it's tight. It isn't a relay issue.
