You need to line up you belt with the pulley except for the tensioner pulley according to the picture in your engine bay. You will need to put a wrench on your tensioner pulley and twist it to relieve the tension then slip the belt on and let off the wrench to return the tension.
The alternator belt on a 1998 Honda Civic is replaced by loosening the mounting bracket, disconnecting the wiring harness, and slipping the belt off the pulley. The alternator is then unbolted, removed, and a new unit put in place.

Put your Honda on jack stands (not on the suspension) and let the wheel droop down. Then, once you unbolt the alternator, you should be able to slide it out past the axle shaft. I'm actually going to be replacing my 86' civic's alternator this weekend.

The A/C clutch only engages when the A/C is on, so unless the pump is seized and you don't want to fix it, there is no reason to put on a "short belt". The belt that runs the A/C also runs the alternator so if the compressor is seized you would need a shorter belt to drive the alternator. The best way to measure would be to adjust the alternator bolt/bracket midway or slightly shorter and measure with a string and find a belt that is close.

Loosen the alternator tensioner bolt. The alternator belt will become loose. Remove the alternator belt. Put the new alternator belt on and reverse the process.
you start by loosening the tension pulley that's actually hooked to the alternator(right off the top bolt), once this is loosened, you can move the alternator back to where the belt fits and tighten it back up and your done
