Depress and hold the brake pedal. Slowly rock the steering wheel back and forth as far as it will go while gently trying to turn the key. If this does not work, something may be broken, or you may be using the wrong key or have it improperly positioned in the lock cylinder.
This happened to our 2001 Neon. After fighting with this for a whole day, someone told us to put the key in the ignition and take a hammer and hit the key right in the middle of it. Don't hit it hard enough to smash the black part of the key, but with enough force to reset the bars inside the ignition. It worked first time!! We were also told to apply a little force to the key (trying to turn it) at the same time as we hit the key. We didn't have to do this step as it worked the first time we hit it.
