If the Check Engine light is on then there is a problem with the emissions system. Once that is repaired the light can be reset. Reset it without repairing the problem and it will just come back on.

If you are concerned about whether the actual dash bulb works or not, when you start the vehicle, the 'check engine light' should illuminate for a few seconds then turn off. If not, possible bad dash bulb or other issues.

To reset the SRS sensor for a Honda Civic EX, turn off the engine and locate the fuse box under the steering wheel. Find the yellow connector and pull it out so you can access it. Take a paper clip and unravel it into a 'U' shape. Put either end of the paper clip in the holes of the yellow connector. The light will stay on for about 6 seconds, and then shut off for about 4 seconds. When the light is on, plug the paper clip into the yellow connector. When the light turns off, take the paper clip out. Repeat this process until the SRS sensor light blinks twice and turns off completely.

You have it in AT Mode. Push the AT button on your dash and it will turn off.
If a dash light is flickering on and off, it could be that the light is loose. Check to make sure that the light for the speedometer and the dash are in the holders that keep them from dropping out of the dash.
You will need to access a diagnostic computer to turn off the check engine light on the 2003 Honda Accord. You could also remove the fuse from the dash lights or instrument panel.
