The positive battery terminal goes to ground, the negative terminal goes to the starter solenoid.
Use a jumper wire from the battery + (pos) terminal to the positive on the blower motor, and run a - (Ground) wire from ground on the motor, to chassis or frame.

There is no ground wire. The casing of the starter itself is considered the ground. Ex. If you take a battery and use jumper cables to touch the positive lead to the wire terminal on the starter, and then touch the negative terminal to the metal casing it will spin the motor.
Well lets eliminate the switches for now. Get some extra long wire and hook motor up directly to battery just to see if you can get motor to work. make sure you use positive to positive and negative to negative or ground on motor. If this makes motor work you may want to check switches or possibly a non grounding situation.
A motor is grounded with a lug in the motor's junction box. The ground wire in the supply cable is connected to this point. This lug grounds the whole motor frame so if a fault to ground occurs, the fault current will return to the distribution panel where the motor's supply breaker will trip and open the circuit.
The motor will spin the direction that the positive lead is on. So if the shaft is pointing towards you, you will need to put the positive lead on the left side to make it turn counter clockwise.
