most all vehicles now a days have fuel pressure when you first turn on key.some older models had the fuel pressure relay wired in series with the ignition switch so you only got fuel when cranking.since your not saying what kind of vehicle cant go any futher.

Dodge did not have an actual fuel filter on the 1995-2001 Dodge Ram gas motor trucks. What they did have was a small screen on the bottom of the fuel pump. The fuel pump is located inside the fuel tank. The only way to change it is to drop the fuel tank.
