A kind of shearing sound with high resonance , for example if motor is started with bubbles it would produce the sound what is like shearing
It could be the brake "sqealers" telling you it is time to replace the brake pads. Have the brakes checked.

Well, im not sure this answers your question, but i own a 1995 dodge stratus and when i turn it made this terrible squeeking. I sprayed down the boot on the ball joint and that solved it. What happened was that the boobt just got twisted and the rubber was squeeking. WD40 works well to spray it.
