There are primarily 2 types of check valves. One has a weighted flapper which opens with the water flow and drops closed when the flow stops, and the other is a spring-loaded diaphram. (ref: www.flocontrol.com/check.htm) In your case, the check-valve is now either stuck open (usually from wedged-in debris ie: leaves, sticks, etc), or the "innards" are broken. In either case you need to gain access to at least one end of the valve and look inside to see what has happened.
