There is a foot switch on the driver's floor by your left foot.
I dont know about the '99, but on my '95 the high beams are activated by pulling the turn indicator lever towards the driver. Pushing it forward turns them off again.
Your headlights turn off when you turn the high beams on because you have a defective switch. You need to have a mechanic replace the high beams switch. It is a simple replacement.
Flash your high beams
If the high beam switch is broken that it should be replaced. When the unit is replaced the high beams will work again.

To turn on the high beams in a 1970 Chevy C20, locate the floor-mounted dimmer switch, usually situated to the left of the brake pedal. Press the switch down with your foot to activate the high beams. You may need to pull it up to switch back to low beams. Your high beams work but your low beams do not because the switch is broken that switches between high and low beams. Electrical switches wear out.
Check the bulbs and then the multifunction switch (headlight switch)
your bulbs are burnt out. when you switch on the high beams its only the high beams. but when you flash your brights it lights up both high and low beams.
