Typically these lower "gears" are used for towing to keep the engine within a certain power band for towing (so it doesn't shift up a gear and lose power by going out of the power range at a lower rpm). Also, you should be shifting into a lower gear, say from "D" to 3 or 2 if you are riding significant downhill roads where you take advantage of engine braking and so do not have to ride the brakes and run the risk of potentially overheating your brakes (hot brakes become less effective).
The real problem is manually shifting from gear to gear with an automatic transmission. If you are referring to the automatic upshift, there may be a problem with the EGR system or vacuum system.
Low stands for Low Gear or 1st gear in the transmission.(I), is one I have never seen. If you mean 1 then that is 1st gear.
The transmission will only shift from 1st gear into second gear. It will not shift into 3rd, 4th or overdrive. Generally, temporarily used for pulling a heavy load like pulling a boat out of the water.

Sounds like the tranny. Check the transmission fluid level and the color of the fluid.
most likely your transmission is slipping and usually is the onset of your transmission going
Low Gear normally it means 1st gear
An automatic gear would stick in 1st if there is an obstruction. Gears can sometimes break off and cause motion to stop entirely.
You'll ruin your box! On a manual box you'll probably not be able to select 1st gear - Good luck!!
