It is the temperature which controls the pressure belts and ,therefore, as the sun moves from one tropic to another, the pressure belts also do the same. This phenomenon is called as shifting of pressure belts.
equatorial low pressure belt sub tropical high pressure belt sub polar low pressure belt polar high pressure belt

Tropical low pressure belt
pressure is built on a fault line. the pressure is released by the earth's crust shifting and that causes earthquakes.
The only truly continuous pressure belt is the subtropical high-pressure belt located around 30 degrees latitude in both the Northern and Southern Hemispheres. This belt is characterized by relatively stable high pressure due to the sinking air from the Hadley cells.
The way you change the serpentine belt is be decreasing the pressure on the tensioners. There are key pressure points you should press to release the belt.
Remove existing belt by applying pressure to the tensioner (pully) while sliding the belt off of another pully (AC compressor at top is easily accessible). The belt should be loose enough that hand pressure will suffice to remove the existing belt. After belt is removed, replace with new belt using the belt diagram displayed on top of the fan. You will need to apply pressure to the tensioner in order to allow the belt to fit over top of the AC compressor. Once belt is in place, remove pressure from tensioner. I was able to perform a belt replacement on my 02 liberty by hand (no tools to apply pressure to tensioner).

Answer #1 Due to the inclination of the Earth on its axis, there are differences in the heating of the continents, oceans and as a result, the pressure conditions in January and July vary greatly. On 21 June, where the sun is overhead on the tropic of Cancer then the pressure belt shift 5° northwards and on 22 December when it shines overhead on the Tropic of Capricorn, they shift 5° southwards. The pressure belts remain balanced in both the hemispheres when the sun shines vertically over the equator on 21st March and 23rd September. The shifting of pressure belts results in the seasonal changes in the climate, particularly between, 30° and 40° parallels in both the hemispheres. Mediterranean type of the climate is experienced in this region because of this region because of the shifting of permanent belts.
it is a spring loaded pulley that keeps a constant pressure on the belt
No, the only way would be if the belt wasn't driving the alternator causing low voltages to the electronic transmission.
The uneven heating of the earth produces pressure belts. these belts occur at about every 30 degrees latitude. The rotation of the Earth flings the bulk of the air creating an area of low pressure belt in this region.
