The way you change the serpentine belt is be decreasing the pressure on the tensioners. There are key pressure points you should press to release the belt.

Remove existing belt by applying pressure to the tensioner (pully) while sliding the belt off of another pully (AC compressor at top is easily accessible). The belt should be loose enough that hand pressure will suffice to remove the existing belt.After belt is removed, replace with new belt using the belt diagram displayed on top of the fan. You will need to apply pressure to the tensioner in order to allow the belt to fit over top of the AC compressor. Once belt is in place, remove pressure from tensioner. I was able to perform a belt replacement on my 02 liberty by hand (no tools to apply pressure to tensioner).

If the belt only drives the ac compressor, loosen the compressor mounting bolts to let pressure off of the belt. Remove the belt and put on the new one. Pull the compressor to the side and put enough pressure to tension the belt as you tighten the bolts.
Release the pressure on the belt tensioner and belt should slide off pulleys
