The tools you would need to replace front brake pads are, a wrenche (size varies depending on vehicle type), a clamp tool, and brake pads.
It would be unusual to have the same brake pads front and back. That is not to say it does not happen but normally the brake pads on the driven wheels are bigger than the passive wheels.
I recommend getting your brakes from Auto Zone, they range anywhere from $12.99 to $49.99 for front or rear brake pads. If you don't want to replace them yourself you can have Midas replace them.

Brake calipers stick when they get old. You need to replace it and the other side While you're at it.
Brake pads wear indicator (replace brake pads)? Bad wheel bearing? Low tire?
A few basic brake tools would help you. Your local auto parts store can supply you with what you will need for tools. I would recommend taking apart one side at a time so you can use the other side for reference during assembly. Also remember the long shoe faces to the rear and the short shoe faces to the front.
It would be more cost effective to replace the brake caliper. If you repair the brake caliper it will cost you more in the long run.
The front rotors are out of round are warped. Turn are replace rotors and be sure to replace the brake pads even if thay look good. I would also check the tie rods too.

You probably have a warped brake rotor. New rotors are fairly inexpensive, I would replace both front rotors and brake pads while your in there. The calipers and sliders along with the brake hoses and lines need to be examined also.
