I have same issue ill start the car and parts of my clusterlights are dark but will randomly brighten once it feels like it headlights do the same thing also my right blinker stops working randomly
If fuses check out fine, then check the dashlights and taillights themselves, if those check out then most likely there is an electrical problem elsewhere
A blown fuse can cause the dashlights and taillights to stop working on a 2001 Dodge 1500.

Bad ground on the brake lite circuit.
Low-beam headlights that are not property adjusted can make them as bright as high-bead headlights. They also can cause you to not see the full road ahead.
where is fuse for 97 Mazda protege ? and other fuses for headlights cause they don't come on help ?
Possible ground issue at the taillights.
Dim headlights that brighten when you pull the lever for flash to pass may indicate a problem with the headlight switch or wiring. It could be due to a poor connection, corrosion, or a failing headlight relay that affects the power supplied to the headlights. Additionally, the issue might stem from a weak battery or alternator, failing to deliver sufficient voltage under normal conditions. Checking the electrical connections and components related to the headlight circuit would be a good first step in troubleshooting.
There are several things that can cause your 2003 Kia headlights not to work. The most common cause is a loose or corroded ground wire.
A bad ground wire will cause dim headlights, or will cause lights not to work.
