The radio time would stay on if you had the keys in the ignition but the ignition was only turned halfway.
I would replace the headlight switch as Ford has had their share of these problems.

If by "dim headlights" you mean low-beams... the bulbs are bad and must be replaced.
Headlights might stay on in a Honda Odyssey after the engine is turned off because of a courtesy timer. The headlights will stay on for a few seconds after exiting the vehicle so the driver can go into a building at night safely. If the headlights are staying on all the time, check the timer for this feature.
Cars don't turn off completely, they run on battery power. The headlight switch needs to be turned off.
You have a wire break in the line somewhere ... where the ignition main wire crosses the area where the headlight main wires are. Chaffing has caused a fusion there. A friend of mine had a Tempo that would start up if you blew the horn. No key necessary.
