It means there is brake problem somewhere, maybe the back brakes.
the fuse panel on my 98 is on the left end of the dash. open the door to see it. my brake lights stopped working but did not blow the fuse. had to change the brake switch located on the brake pedal. good luck
you need to check the switch on parking brake try to unplug

check brake fluid level. and have a brake inspection . you more than likely have front brakes needing replaced.
because it just so happens that the main feed for the energy to power the panel runs through a wire that runs along parrell to where the brake pedal is no worries your safe

I pull the hand brake 1 teeth which hopefully has no effect on engaging the worn brakes on rear drums of the car. Of course brake lights turns on on the dash panel. Hope that someone comes up with better answer.
