I'm not certain where it is in your year... but in my 1991 240 dl sedan it's under the glove box side of the dash... (in an 87 240 DL it's under the kickboard, left of the brake)
I had a terrible time every summer before I figured it out.. car would just crank and not run.. sometimes even in wet damp weather or humid weather.
Finally on the net I read on the "Brickboard" that a guy had the same trouble with 6 Volvo's he rebuilt and never was it the computer...
You can tell if the relay is bad if you don't hear that 2 second humm when you turn the ignition key to the on position... if you don't hear it the contacts are stuck in the wrong position or burnt. I hit the relay with my knuckle and in my case it worked again until I could replace it ( a couple of days later.)
there is also a way to over ride the relay by using a jumper relay to get the fuel pump to run without it but putting the jumper in the correct holes of the relay.. which I don't know... but!!!! it will make the fuel pump run continuously..even when you turn the car off.. so don't do this unless you know you'll have to disconnect it when you stop.
If you don't get the Humm with the key in the on position I bet the relay is BAD. You can order one online from a place like "Thepartsbin.com" or other place... about 40 bucks these days.
