Should be in the fuse block under instrument panel by steering wheel---2 flashers 1 for turn and 1 for 4-way
The Flasher indicator relay is build build into the end of the Hazard warning button.
More than likely a bad flasher relay for the turn signals. The hazard lights use a different flasher relay.
Try in or near fuse block lower left side of steering column
After replacing the burned out turn signal bulb, turn on the hazard flasher and then turn off the hazard flasher. This will reset the flashing on the turn signal from super fast to standard flashing.
On the left side of the steering column there is a light black tab that you pull down.

It's on the steering column in the '95.
