I just located and removed the flasher from my 1984 Subaru 4WD hatchback. I suspect is identical to the one in your wagon.
It is located in a damnably inaccessible location. I'll try to describe it, and paste some pictures if I can figure out a way to do this on this site.
The flasher unit is a black plastic box, 6mm x 3mm x 3mm (see photo), attached under the dashboard in the corner of the driver's side, just above and ahead of the hood release lever (see photo). It is attached to the chassis with a metal bracket at the box's front end. The bracket is attached with a bolt that has an 8mm hex head with Phillips screw grooves; the head of the bolt faces directly rearward.
Both the flasher and the bolt are very difficult to access. I removed the plastic panel under the dashboard, the fuse box, a sky blue plastic electrical box, and the black flat engine control module that is held under the steering wheel assembly by three nuts in an attempt to gain access. If you do this you should be able to just see the flasher box if you look past (i.e., ahead of) where the fuse box was. I was then able (with great contortions) to get an 8 mm wrench around the bolt head and loosen it.
