mabie they could be burning out.

There is a fault with the relay that go to the break lights. There may also be a fuse or connection in the fuse box itself causing this issue.
Be for starting the van press down on your emergency brake one click then start the van. As long as you dont use the emergency brake your running lights should stay off. To permanently dissable them you could try defeeting that switch

Did you replace the fuse? have you checked the circuit board well the lights go on cause they tend to short out often
look at the top of the brake pedal under dashboard you can usually adjust them so the brake lights dont stay on.
Have an electrician check the wiring that goes to the brake lights in the trunk of the car.
