because when car is sitting still and at idle you do not have "air flow" coming into radiator to help cool it as you do when you are driving. So fan compensates for this higher engine - antifreeze temperature to try and cool it off it has to work harder.

What are the symptoms that bring you to the conclusion it is overheating? Have you checked the coolant level? What year and size engine? Does it overheat only when stressing the engine, like climbing hills? Does it overheat only in traffic and okay on the highway? Does it overheat when the car is idling? Has the head gasket ever been replaced?

I presume the engine is running when the car is parked if the temperature guage does not move to the normal position when the car is moving at road speed but goes up when the car is stopped and the engine idling, then more than likely the thermostat is bad and needs to be replaced. If you se that the temperature guage is in the normal position anafter the car has been running a while and the temperature guage then goes down when the car is moving at road speed, then this confirms that the thermosta is bad.
