Your car has an electric overdrive. When the circuit is broken, the o.d. is off. Try this: try turning the key to run with engine off while parked somewhere quiet. Toggle the switch back and forth, on and off. Lean out of the driver doo and listen for a small click under the car. If it's working you'll hear it. Next, do the same thing but listen in the vicinity of the glove box. Still no clicking? Check the instrument cluster and see if the o.d. light goes on and off. If it does, the switch on the shifter is probably good. That leaves 4 things. a. Fuse (possible) b. solenoid on transmission (possible but not probable) c. o.d. relay (quite possible), pull the 7 screws retaining the glove box and pull the entire glove box out, taking care not to destroy the g.b. light. To the left, you should see a white rectangular relay (possibly orange). Get a new one. As they aren't cheap, crawl under the car and investigate the wire on the drivers side of the transmission connecting to the solenoid. Often times this wire becomes oil soaked and the insulation degrades ad the wire breaks.

Why won't the heated seats work if the fuse isn't blown on a 1987 Volvo 240 DL?

Each heater is controlled by two switches in series: the manual switch on the e-brake console and the thermostat within the seat pad. Both must be closed in order for the switch light to be on and for the seat to heat. If the ambient temperature is above X, the thermostat will remain open and turning the manual switch on-off will have no effect. You can test the system in warm weather by placing a large bag of ice on the seat for about an hour. -Bob, 1986 Volvo 240DL wagon.
