Each heater is controlled by two switches in series: the manual switch on the e-brake console and the thermostat within the seat pad. Both must be closed in order for the switch light to be on and for the seat to heat. If the ambient temperature is above X, the thermostat will remain open and turning the manual switch on-off will have no effect. You can test the system in warm weather by placing a large bag of ice on the seat for about an hour. -Bob, 1986 Volvo 240DL wagon.
