There's a timer (an on-off relay) that does the blinking. it's stuck.
If both blinker and hazards dont work check your flasher switch.
you need to replace the flasher can in your vehicle there are 2 of these. 1 for the blinker and 1 for the hazards so make sure you replace correct one, they cost about 3 buccks and anyone can do it

have u checked to see if u have a bulb blown. this will change the resistance on the blinker and make it blink faster
