To charge a Black and Decker drill, first insert the battery into the charger. Plug the charger into a power outlet and wait for the battery to fully charge, indicated by a solid green light on the charger. Disconnect the charger from the power outlet and remove the fully charged battery from the charger.

Sounds like the charger is bad, it may have a broken wire, or the batteries are no good.
If you look on the bottom of the fingergaurd on the scumbuster unit itself. You will see (if you squint, or use a magnifing glass) it says : Use only with charger 510297:03. THAT'S WHAT I SEEN ANYWAY .
You connect the batteries in series Red charger lead to one red battery terminal, then the black battery terminal of that battery to the red battery terminal of the second battery. Then black battery terminal of the second battery to the black lead of the charger.
A 6 volt Ni/Cad charger is needed.
This model # shows as a black&Decker cordless string trimmer.

Black and Decker use their own propietary drill batteries, so you'll need to check your specific model.
You connect the cables BEFORE you plug in or turn on the charger. Positive (red) to battery positive first, then negative (black) to battery ground. Then you turn on your charger and set the timer.
It depends on the charger. The one I have, all you do is hook up the red clamp to the red pole on the battery, the black clamp to the black pole, then plug the charger in to an outlet. The charger has a gauge on it that tell you when the battery is fully charged. I don't know where to hook the charger
