If the defect is causing a parasitic drain, yes.
Bad solenoid, bad ground, faulty ig. switch.
Dead battery? Loose or corroded battery cables? Bad starter? Bad starter solenoid? Bad neutral Switch?
Check for a bad fusable link at alternator
If the battery tests good and battery cables are clean and tight at both ends and you are jumping the starter solenoid correctly with no results, you probably have a bad starter/solenoid.
You, in all probabilty have either bad battery connections, a bad battery or the start solenoid. I would say the connections are the problem.
Starter solenoid. Can be tested by bypassing with a screwdriver. Possible low battery, bad connection at battery and cables or bad starter.
It could be 1 of 4 things. 1.Bad solenoid, 2. Discharged battery, 3. bad battery connections,4. bad connections at the solenoid.

Seized Engine? Loose or corroded battery cables? Loose connection at starter or solenoid? Bad starter solenoid Bad starter? Bad neutral safety switch?
Could be the battery is drained or bad. Could be battery connections at battery and or starter are dirty and or loose. Could be starter solenoid is bad. Could be starter is bad.
If it jump starts, the problem is probably either the battery or a corroded battery connection terminal.
