'89 Chevy used Throttle Body Injection, which is computer controlled. The throttle body is electronically controlled, and the idle is controlled by the computer. Check the IAC (idle air control) solenoid, and make sure it is working. It is a large cylindrical solenoid that screws into the throttle body, and should have a four wire connector on it. Also, the computer is programmed to raise the idle slightly if the A/C is on to keep the alternator charging, so be sure to check that.
There is no adjustment required, but you can clean it with a carb cleaner.
A throttle body is fuel injected, A carburetor is not, Fuel injection responds better then a carb. and you have less problems with it. There is no comparison .
Your 1990 would have throttle body injection, not a carburetor.
Adjust the throttle stop screw located on the side of the carb that has your throttle linkage connected to it.

There is not a carb on a fuel injected vehicle. It has a throttle body. the amount of air to fuel ratio is controlled by the computer.
You have to have the computer for the throttle body carb and the fuel pump to match it good luck
"84 is still the carb. There is a small screw right at the throttle cable on the carb. Adjust that.

So which is it? Carb or Throttle Body? Throttle body is a single (sometimes 2) electronic fuel injectors mounted in a carburetor LOOKING device that sits on the intake manifold. A flooding throttle body injector system is caused by faulty electrical to the injector or more likely a sticking injector. If the problem isn't too severe yet, use some injector cleaner before you spend a lot of money. If it's a CARBURETOR, you have a sticking needle & seat or a damaged float inside the float bowl. It's a relatively simple job to rebuild the carburetor but if you have never done it before, you might want to just replace your carb with a rebuilt one.
Spray the throttle body (carb) with cleaner, not carb cleaner. You should use throttle body cleaner because there is a coating on the throttle body that will be removed if you use carb cleaner and that coating that comes from the factory should not be removed.
