Remove the rear wheel.
Remove the brake drum - may require a rap with a hammer.
Remove grease cap from hub by tapping with hammer and flat screwdriver.
Remove the hub nut (1 3/16" or 1 1/4")
Hub assembly should slide off the axle.
Hub cost $101 plus tax in Canada, US price was $57 on line.
Reassemble with new hub assembly.
Hub nut torque = 160 ft lbs
it is behind the passenger side headlight assembly. you will have to remove the headlight assembly to replace it.
All Neon's were front wheel drive. Whether it be the Dodge or Plymouth.

I was told by the dealer that the 2002 Dodge Neon does not have a servicable fuel filter.
To replace the headlight assembly on a 2002 Dodge Neon (commonly referred to as the "Laser" in some markets), first, ensure the vehicle is turned off and the keys are removed. Open the hood and locate the headlight assembly; remove the screws or clips securing it in place. Disconnect the wiring harness from the back of the assembly, then carefully remove the old assembly. Install the new assembly by reconnecting the wiring harness and securing it with the screws or clips, then close the hood and test the headlights.
The rear wheel torque spec for a 2001 Dodge Neon is 160 foot pounds.
You can put the 2003 bumper on a 2002 car, but you will also need to replace the headlights with those from an 03-05 Neon and replace the hood with that of an 03-05 car.
you hump them until they start to get dents. then replace them they are discusting now.

take the terminals off and take the battery out and replace it \
