The easiest way to get around the Transponder Chip in your 99 Ford Ranger is to have a chip programmed and mount it under the steering column cowling close to the inductor coil on the ignition lock. That way you can use non Transponder keys to start the vehicle.
Sounds like a 2.3 quad 4 motor. There is a "panel" on the top of the motor, called a housing cover. It has the ignition module and ignition coils under it. Below them are boots (replace them) and the plugs.

The parts that are interchangeable with the '99 come from model years 1996-2000 Caravan, Voyager, & Town and Country. **Correction** Instead of "Caravan, Voyager, & Town and Country," I should have specified the caravan and voyager as "Grand." The base model is shorter than the grand so those won't fit a grand caravan/voyager. Usually the Town & Country wheelbase is the same size as the "Grand" models of Caravan & Voyager.
