Depends on the model. On the toro single stage powerlite CCR it's simple. On the back of the "bulb" (black rubber button) is a white plastic part. Slide it down and feed the clips through the cover. Next, remove the rubber hose connected to the engine. Replace rubber bulb and reassemble. Part # should be 66-7460 and order on-line or through a trusted local hardware store.
There is an orifice in the primer assy. in the carb. that is plugged. You will have to remove and clean the primer assy.
Its most likely going to be your carb. The needle and seat can be sticking and allowing fuel to flow all the time as opposed to when it is needed. Try to get a rebuild kit for the carb and try it again.
