Cleaning the evaporator isn't a regular maintenance item. They're mounted inside a sealed case, and in most cases you have to remove the dash to access it. Sometimes evaporators leak, preventing the AC from working and need to be replaced, but there's really no benefit to cleaning an evaporator on a car.

To replace the AC evaporator in a car, first, disconnect the battery and recover the refrigerant using an AC recovery machine. Next, detach the old evaporator from the housing, install the new evaporator, and reassemble everything in the reverse order. Finally, recharge the AC system with refrigerant and check for leaks.
I would remove parts until the evaporator is exposed then blow it out and/or vacuum it out then spray it down with Lysol.
