To fix a pulley wheel on a 1999 Saturn, first, ensure the engine is off and cool. Remove the serpentine belt by loosening the tensioner, then detach the pulley by unscrewing the bolts holding it in place. Inspect the new pulley for any damage, then install it by reversing the removal process, ensuring it's securely fastened. Finally, reinstall the serpentine belt and check the alignment before starting the engine.
There is no fixing it, it must be replaced.

you dont, you take it to a shop and pay them 500 dollars to fix it
I'm guessing an older rearwheel drive? You should be able to find a different pulley to go on the water pump. From a car that didn't have AC. If front wheel drive, you will probably need an idler pulley and find some way to mount it.
