You must replace the adjuster with a new one.That means the headlight assembly must first be removed the adjuster replaced and headlight beam adjusted so it si even with the side that is not broken.
Fix it.
if there is a clutch adjustment on car, adjust the clutch if no adjustment, you will shortly need to replace the clutch
Usually the ground wire that comes out of the headlight that is fastened to the car body is the culprit. You will usually find the wire terminal from the headlight plug attaching to the car body or chassis ground not too far from the headlight. Fairly common problem.

timing belts are fairly easy to fix ,you need the # on the belt to get the right replacement ,go to an auto body shop,they know how to do this job.
like any other car... i have a Jeep Wrangler and my seatbelt broke (long story) and it took me about 10 or 20 minutes to fix so it's just like any other car... i fix cars so I know about it
1. Remove the driver's side headlight. 2. Unbolt the horn and bracket from car. 3. Get replacement 3-wire horn. (available from Saturn for ~$70) 4. Install new horn and bracket on car. 5. Intall headlight.
