if the cable is still attached to the latch, then cut it to length where it sets right below your lower valence. just crouch in front of car, and pull cable. if cable is not attached to latching device, use a screw driver to remove the latch support beam(i think it has three bolts) and wiggle your hood up and down, slowly moving the screwdriver towards the latch. with some luck you can jimmy it open. or sawzall the hood off!

You can get a speedometer cable for your 1990 Toyota pickup truck at most auto-parts stores. Many Toyota dealerships have auto part departments open to the public.

They don't use a cable; it's a hydraulic assembly with a master cylinder, line, tube, and slave.
To lube the speedometer cable on a Toyota pickup, first, disconnect the cable from the speedometer and the transmission. Clean the cable thoroughly, then apply a light machine oil or graphite lubricant to the inner cable while twisting it to ensure even distribution. Reinsert the cable into its housing, reconnect it to both ends, and check for smooth operation. Be careful not to over-lubricate, as excess oil can attract dirt and debris.
my brake light stay on but emergency brake is unhooked
Kickdown cable needs adjusting.
TAKE IT TO THE A PLACE TO GET IT FIXED BEFORE YOU MESS IT UP EVEN MORE! where is the cable located?

Electronic, no cable.
There are two types of speed sensors and you can't tell until you look. One is electrical/magnetic (VSS) and one is a cable that goes directly into the instrument cluster. Here is my answer to How to replace the Speedometer Cable in a 1990 Toyota 4x4 Pickup 3.0 3VZE V6. To remove the cable you will need to unhook the e-brake assembly and seperate the speedometer cable from the e-brake at the firewall by the gas pedal. On end goes to rear of the instrument cluster and the other end attaches to a small gear at the rear of the transmission. The instrument cluster will need to be removed.
