on the 2001 XZ3 I removed the license plate and used a flat head screw driver to slid the license plate light cover over and they "pop" out.

On top of the license plate is a clear plastic lens with 2 screws in it. Take it off. Then a bulb slides into the holder, then replace the lens. There are 2 bulbs. One on each side.
Well, I just replaced mine... I took a thin blade screw driver and gently pried between the rubber seal and the metal and popped the light out, replaced the bulb and popped the light back in. works fine
