Generally they are located close to the themostat and have two wires attached. The year, make, model and engine would help.

The cooling fans on a 2002 Grand Am GT might not be working because of a problem with a fuse. There is also a temperature sensor in the engine that tells the fans when to come on. This sensor may be bad.
find out weather the sensor is closed curcuit or where the power for the fans come from ,if the relay is jammed on

If you have a 12 volt test light, hook up the test light to the connector that goes to the cooling fans once the engine is warmed up and see if the light comes on. If it doesn't, the problem is in the power to the fans, check fuse, sensor and relay. If the light comes on and the fans don't, check for a proper ground (usually a green or black wire attached to a lug and bolted to the car chassis.
