yes, the only purpose of the anti-lock system is to keep the wheels from locking up when you slam on the brakes. The brakes them selves function as usual. You will just have the chance of locking your wheels up and sliding if you slam on them.
Assuming you are not pressing down on the gas, when you release the pedal, the car will slow down over time and evetualy come to a stop. Unless you are going down a hill, in which case you will speed up.

If drum brakes you probably have a bad wheel cylinder on the side that is locking up.
