if fan is wobbling, the fan hub bearings are worn out. so you need to figure out is it the fan bearings or the water pump. if the fan hub bearings are worn , eventually the fan will let go and smash your radiator, if water pump is problem it will cause overheating, and loss of coolant also fan can fall and hit radiator

If you are referring to the cooling fan, then that is what it is supposed to do. The fan comes on when the engine reaches a set temperature. Once the engine has cooled to below that temperature the fan will go off. If you are talking about a fan that shuts down too early, then it could be the bearings in the fan are bad or the thermal sensor is bad.

Sounds like bad ground... When using a voltage tester it does not draw enough to pick up whether you have a bad ground or not.. Then when you put a load on the circuit that is greater than that of the tester, the fan will not work if the ground is bad...
That question is hard to answer without checking the car over. It could be either a bad sensor, a bad wire, or a bad fan. In the worst case the computer could be screwed up.
i believe its right under the coolant container its the long black box if your fan its not coming on you can check the radiator by the battery side that's the temp switch they go bad too or check the fan belt.
