I had a similar problem. My 95 cougar would stutter when I would put it into gear, especially when I was going up a hill, and it would take me a while to work up some speed. What I did to solve the problem is, instead of buying a new mass air flow sensor, I cleaned the one I had with electrics part cleaner that I bought for $4 at a local auto store. if it doesnt come on it may be the air charged temp sending sensor.... if it doesnt come on it may be the air charged temp sending sensor....
if its clicking then its the horn itself.you can get a horn from auto parts stores.
Mercury does not have enough atmosphere and is too hot / cold to support life.
if reservoir was empty, the system need bleeding before noise will go away. if that doesnt work the pump was damaged already before you refilled with fluid, replace pump
check the fuse... cruise control is on the same fuse so if cruise doesnt work then its a simple fix. if not then find horns behind the facia (need to take off skidplate) and check if they receive power
if your cougar has a keypad under the door lock mechanism the code is in the trunk open your trunk and look on the trunk hinge to your left there should be a sticker with a 5 digit code that is your keyless entry code if it isn't there or the code doesn't work the trunk lid has been replaced
