It depends what fuse but yes it is possible. If it is the ignition fuse then yeah your car won't start. If it is the fuse for your horn, yeah the car will still start.
If replacing the main fuse does not make the repair, it is likely another fuse is also blown. Sometimes fuses will blow all along a circuit.
Either a fuse is blown or bulb or the door jam switch is malfunctioning.
if the lights inside your van dont turn on as well that means your alternator fuse is blown, headlights and taillights will work but the car wont start until you replace the fuse. fuse is located in the engine bay at the front area by the radiator.
Check the Fusible link in the fuse box under the hood. If you shorted out the battery the car will blown this "Main" fuse to try and save it's self.
There may be a loose wire or a wire that was not connected. make sure all wires are tight. The main solenoid may have blown. The master fuse might have blown. The mechanic who did the work might not have known what he was doing.

This car has an electronic throttle control cable] that controls the flow of air through the throttle body. You might want to look for a blown fuse since you said you had to jump start the car.
