What are the three elements needed in order to make an engine run. You need air, fuel and spark, minus one from this equation and you get nothing. So, with that said go through your check list for your electrical and fuel system.

Check compression, fuel delivery and ignition. The easiest thing to try is a little starting fluid down the air intake while someone is cranking the engine to start it. If it starts briefly you probably have a fuel delivery problem.

biggest problem with ford starters burning out is caused by a bad battery and prolonged engine turning over if hard to start. if starter has been replaced, your battery may not have correct cranking amps. bare in mind that a hot engine actually takes more cranking amps than a cold engine to start.

When an engine turns over it IS cranking. There are many things can could keep and engine from starting, including lack of fuel, lack of ignition, broken internal parts, faulty electronics, etc. It will require experienced diagnosis to determine the cause.
